за оставане агитират лейбъристите, либералдемократите, Шотландската национална партия, Плайд Кимру и зелените, за напускане – Партията за независимост на Обединеното кралство (UKIP), а Консервативната партия остава официално неутрална.[^u-lead-camps] Дейвид Камерън обявява оставката си веднага след вота, през 2017 г. страната официално уведомява ЕС за намерението си да излезе, а излизането е факт през 2020 г.[^u-lead-exit] Десет години по-късно проучванията показват мнозинство за повторно кандидатстване за членство.[^u-lead-now]","sections":[{"id":"predistoriya","title":"Предистория","paragraphs":["Обединеното кралство се присъединява към Европейските общности през 1973 г., а две години по-късно, на [[obedineno-kralstvo-referendum-eec-1975|референдума от 1975 г.]], 67,2% от гласувалите подкрепят оставането при активност 64,6%.[^u-p-1975] В следващите четири десетилетия интеграцията се задълбочава, включително с Договора от Маастрихт, чрез който през 1993 г. е създаден Европейският съюз, но новите договори се ратифицират от парламента без допитване до избирателите.[^u-p-maastricht]","Символ на британския евроскептицизъм е Маргарет Тачър, която в речта си в Брюж през 1988 г. предупреждава за „европейска свръхдържава, упражняваща ново господство от Брюксел“.[^u-p-bruges] Партията за независимост на Обединеното кралство (UKIP), която настоява за пълно излизане от ЕС, е основана през 1993 г. от Алън Скед, а на изборите през 1997 г. еднотематичната Партия на референдума на финансиста Джеймс Голдсмит събира 800 000 гласа.[^u-p-ukip] UKIP печели изборите за Европейски парламент през 2014 г. с повече гласове и места от всяка друга партия – за пръв път от 108 години национално гласуване не е спечелено нито от консерваторите, нито от лейбъристите.[^u-p-2014]","Идеята за допитване като отстъпка към евроскептичното крило на Консервативната партия е обсъждана от Дейвид Камерън, външния министър Уилям Хейг и Ед Луелин още на срещата на НАТО през май 2012 г.[^u-p-2012] През януари 2013 г. в речта си в Bloomberg Камерън обещава, че ако консерваторите спечелят мнозинство на изборите през 2015 г., правителството ще договори по-изгодни условия за членството и след това ще проведе референдум за оставане или напускане.[^u-p-bloomberg] В публикувания от правителството текст на речта с дата 23 януари 2013 г. той заявява, че е „за референдум“, но че допитване веднага би било „напълно фалшив избор“ между статуквото и излизането.[^u-p-bloomtext]","Законопроектът на консерватора Джеймс Уортън за референдум до края на 2017 г. минава през Камарата на общините през 2013 г., но е блокиран в Камарата на лордовете.[^u-p-wharton] Лейбъристите под ръководството на Ед Милибанд отхвърлят допитване, освен ако не бъдат прехвърлени нови правомощия към ЕС, а либералдемократите обещават референдум само при промяна на договорите.[^u-p-lab] След като консерваторите печелят мнозинство на изборите през 2015 г., Камерън потвърждава обещанието за референдум до края на 2017 г., но едва след „договаряне на ново споразумение за Великобритания в ЕС“.[^u-p-2015]"]},{"id":"predogovaryaneto-na-chlenstvoto","title":"Предоговарянето на членството","paragraphs":["Основните искания на Камерън към партньорите в ЕС са: официално признаване, че правилата на еврозоната не обвързват непременно държавите извън нея;
